General Guidelines


In activities and developments affecting the
Kailua Townscape:

Seek to increase pedestrian opportunities by connecting separate portions of the Town Center and nodes of activity within it, with pleasant walkways. An element of implementing this guideline requires the prevention of "fencing off" one portion of Kailua Town from others and the elimination of existing barriers where possible.

Seek to beatify the Townscape with appropriate street trees, trees in parking lots and tropical landscaping. Street trees should eventually replace utility poles when utility wires are moved underground (a long-range strategy).
